“Motorists who refuse to pay are taken inside the open space opposite the state police headquarters. Even the Commissioner of Police sees the policemen extorting money from motorists from the windows of her office over look in the road, but she has not don’t anything to stop them. Since the policemen in guard are always focused on collecting money from motorists, too many lives would have been lost.”
